How can I explain this colleague's behaviour to someone who doesn't understand the situation?

I came across a comment about people at work and part of it reads "… it was inevitable that business, like politics, would be taken over by people who are not merely narcissistic, power-hungry, incompetent and devious, but who also seize upon being a whiny snowflake as the perfect persona with which to dominate their environment." It is the part in bold that my question relates to. I work with such a person who, as a consequence of this behaviour, has created a great deal of stress at work. It is also hard to give examples to management as they can explain them away as if they were normal or even as if I was over-reacting or reading more into it than there is.
